They won't ban , last week, i tried to play premier after long break, there's already spinner on the first match 😢.
FYI: There are 3rd party KYC providers. Valve doesn't need to verify and handle all the customer data.

1. getting back the site after ts pushed gained control of the site and have planted 2. while yes retaking on bombsite b on inferno is difficult because there are 21311 different angles you have to account for it isnt that hard
